The proposal, filed by State Senator Doris Turner of Springfield and State Representative Amy Elik of Alton, seeks to create special small business asset purchase accounts.
These accounts would function similarly to personal savings plans, allowing business owners to set aside pre-tax income specifically for acquiring significant assets. Qualified purchases could include essential equipment, new vehicles for commercial use, or even real estate to expand operations. The primary goal is to provide a structured, tax-advantaged method for entrepreneurs to build capital for major investments that can fuel expansion and stability.
Proponents argue that this tool would offer much-needed financial flexibility, particularly for newer or smaller enterprises that often struggle to secure traditional loans for large capital expenditures. By reducing the immediate tax burden on saved funds, the legislation aims to make it easier for businesses to plan and save for their long-term needs internally.
