PayPal has agreed to give up $30 million as part of a settlement with the U.S. Department of Justice, resolving accusations that the company favored minority-owned businesses in its payment processing services. The deal, signed on Tuesday, stems from claims that PayPal violated federal law by offering preferential treatment based on race or ethnicity.
Under the settlement, PayPal will launch a new initiative that waives processing fees on roughly $1 billion worth of transactions. The company says this move aims to support underserved communities, but the DOJ argued that previous policies may have crossed legal lines. The $30 million forfeiture represents the value of the fees PayPal would have collected.
The Justice Department did not specify which business categories were involved, but the case highlights ongoing scrutiny over diversity-focused programs in corporate America. PayPal stated it cooperated fully with the investigation and maintains that its actions were meant to promote fair access to financial services. The company also agreed to revise its internal policies to ensure compliance with anti-discrimination laws going forward.
This settlement does not include an admission of wrongdoing by PayPal. The company emphasized that it remains committed to supporting small businesses while adhering to legal standards. Critics of the DOJ's action argue that such settlements could discourage legitimate efforts to close racial gaps in business funding.
