WILLIAMSTOWN — Misti Sims, a proud graduate of Parkersburg South High School and the founder of Little Black Dress Events, has officially become a Partner In Education with Williamstown Elementary. The partnership was formalized on Monday when Sims signed the necessary documents to join this initiative.
