According to a new analysis from the RAND Corporation, this unusual strategy is helping Kyiv maximize Russian casualties while driving up Moscow's economic costs, with the ultimate goal of breaking Russia's will to continue the fight.
The report suggests that Ukraine treats the battlefield like a portfolio of measurable outcomes. Instead of only focusing on territory gained or lost, Ukrainian commanders track specific metrics: the number of Russian troops killed, the amount of equipment destroyed, and the estimated ruble cost of each operation. These numbers are reviewed and adjusted, much like quarterly business targets. The idea is not just to win battles but to make the war so expensive, in both blood and money, that Russia eventually decides it is not worth continuing.
RAND analysts argue that this approach has a psychological edge. By publicly highlighting Russian losses and the financial strain of sanctions and military spending, Ukraine aims to sow doubt inside the Kremlin and among the Russian public. The strategy does not rely on a single dramatic victory but on a steady, grinding accumulation of costs that erodes Russian resolve over time.
Critics might say that war cannot be reduced to spreadsheets, but RAND points out that Ukraine's method has already shown results. Russia has suffered heavy losses, and its economy is under visible pressure. Whether this will be enough to force a halt to the fighting remains unclear, but the report concludes that Ukraine's business-minded focus on measurable damage is a calculated bet that numbers can eventually speak louder than artillery.
